Freedom Pavers installation used the initial victim's list of Iranian post-election uprising of 2009, released on July 23 of that year. Shortly after these names were made public, human rights groups estimated the actual number of the killed to be in the hundreds while the detained and missing approached 2000. As the arrest and torture of unarmed civilians continued with impunity, Freedom Pavers was conceived and created to pay homage to the courage of those who struggle for freedom in Iran and elsewhere around the world.
